Participants:
A) Delegates:
1. Ex Officio Delegates: Board of Directors, Committee Directors and Deputy Directors of BLIA World Headquarters.
2. Regular Delegates: Each BLIA chapter may send up to 5 delegates. Chapters with more than 100 members may send one additional delegate and two if over 200 members, and so forth. The member count of each chapter shall be based on the record in World Headquarters. The total number of delegates from a single chapter cannot exceed 200.

B) Observers:
Each BLIA chapter may send up to 5 Observers. Observer will have no voting rights at the conference.

C) Spectators:
No limit. Participation of Spectator is limited to the Opening Ceremony, classical performance program, and receipt of souvenir(s).

Each Delegate and Observer must fill the Registration Form and Each Chapter must list all its participants into the Participants List. Each Chapter is also required to state its total number of spectators in the Participants List.

Fee Schedules:
A) Delegate or Observer is US$550 per person if his/her Registration Form is received before February 15, 2002. The late registration fee schedule is indicated within the Registration Form. The conference fee includes the full participation at the meeting, food, lodging, souvenir(s) and the half-day city tour during the conference period. 

B) Spectator is US$100 per person.

C) BLIA, Tokyo will assist in hotel reservation for conference participants who plan to stay in Tokyo before or after the conference. The charge is US$100 per person per night for a double occupancy room.

D) The conference fee for Delegates and Observers includes medical insurance coverage for the five-day conference period.

Important Note:
A) BLIA, Tokyo is planning to issue a special conference report to all participants during the conference. The advertisement sponsor program for this special report can be obtained from BLIA, Tokyo.

B) During the conference, there are exhibition booth areas for those chapters who plan to display their annual activities to all conference participants for the BLIA experience exchange purpose. For the enrollment procedure please contact BLIA, Tokyo.

C) There is a 'Talent Show' program within the conference agenda for those chapters who are able to show different cultural characteristics from their own regions. For the registration procedure please contact BLIA, Tokyo.

E) The yellow BLIA membership vest is a mandatory dress code for all conference participants. The delegate group from each chapter is also required to bring its own official BLIA Chapter Flag to the conference.
